While traditional navigation systems merely provided the locations of speed cameras, advancements in automotive technology have transformed this into a feature that actively supports safe driving.
Whether to disclose the locations of speed cameras has long been a subject of controversy. While some countries and regions restrict or prohibit the use of radar detectors, in South Korea, the navigation feature that simply provides the locations of speed cameras is legally permitted. I even wondered if an ideal traffic culture—where drivers adhere to the speed limit along the entire stretch of road—could be fostered if only the speed limit were displayed without revealing the locations of speed cameras.
However, my perspective changed as I reviewed relevant data. I came to realize that information about speed camera locations serves to enhance traffic safety rather than simply being a means to evade enforcement. First, we need to examine the purpose behind installing speed enforcement cameras. The South Korean police have consistently explained that the ultimate goal of automated traffic enforcement equipment is not to impose fines, but to prevent traffic accidents and establish a culture of safe driving. Considering this objective, there is no reason to view the function of providing camera location information solely in a negative light, as long as it encourages drivers to slow down and contributes to accident prevention.
In fact, research findings demonstrating the effectiveness of automated enforcement equipment have been consistently published both domestically and internationally. In South Korea as well, multiple studies have confirmed that average driving speeds decrease and there is a downward trend in traffic accidents and fatalities on sections of road where automated speed enforcement equipment is installed. Overseas, numerous countries—including the United States, Australia, and Singapore—have reported a reduction in accident rates and casualties following the implementation of speed and red-light enforcement cameras. Although the figures vary from study to study, they consistently show that automated enforcement equipment has a positive impact on improving traffic safety.
Taking these various research findings into account, it can be concluded that the installation of speed cameras has clearly contributed to the prevention of traffic accidents. Furthermore, many drivers have reported that enforcement warning signs or navigation system alerts help them reduce their speed, which ultimately has a positive effect on safe driving. These warnings remind drivers of speed limits they might otherwise overlook, naturally prompting them to slow down. In particular, since drivers tend to reduce their speed in high-risk areas, we can expect an overall improvement in safety across a certain stretch of road centered around the locations where speed cameras are installed. From a perspective that prioritizes “prevention” over “enforcement,” I believe that disclosing the locations of speed cameras is highly meaningful.
Furthermore, enforcement warning signs and navigation system alerts help prevent rear-end collisions by reducing instances where drivers suddenly spot a speed camera and slam on the brakes. This aspect is also significant from a traffic safety perspective. Moreover, automated enforcement equipment does more than simply reduce accidents; it also has a positive impact on raising drivers’ awareness of traffic regulations. Research findings from various regions overseas have reported a so-called “general deterrence effect,” in which the installation of red-light cameras at certain intersections led to a decrease in traffic violations not only at those intersections but also in surrounding areas. This demonstrates that enforcement equipment can contribute not only to accident prevention but also to the development of a sound traffic culture.
Speeding remains one of the primary causes of traffic accidents and is a particularly significant factor with a high risk of leading to major accidents resulting in loss of life. Considering this, the installation of speed enforcement cameras can be considered an essential measure for ensuring a safe road environment. Furthermore, if disclosing their locations can encourage drivers to voluntarily reduce their speed and further enhance the preventive effect of enforcement equipment, then enforcement warning signs and navigation system alerts also play a crucial role. The purpose of enforcement is not to impose fines, but to prevent traffic accidents and protect lives. If disclosing locations helps achieve this original purpose more effectively, I believe that disclosing the locations of speed cameras is a measure of significant value.
